Quorum

A startup I co-founded to find federal contracts that fit a firm and draft its proposals.

I built the system that screened 2,429 federal contract opportunities for fit, plus the platform under it. My co-founder built the part that wrote proposals.

01

Reading SAM.gov every day

Quorum pulled new federal contract opportunities from SAM.gov every day, extracted the text of every attachment and noted which documents were missing. Then it screened each one against what the firm does.

Four opportunities on the Radar, each with its agency, date and fit score: two marked Go at 92% and 85%, two Conditional at 65%

02

Screening with rules before the model

About 60% of opportunities failed a rule check and never reached a model. The rest were scored in parallel. I put rules ahead of the model because they are cheap and easy to explain, and kept model calls for the opportunities that needed judgment.

03

Proposal drafts

My co-founder's engine turned a chosen opportunity into a draft proposal package in about 10 to 20 minutes.
